Not only commitment, Jose Ramos Horta also advised the government to approach the separatist society without armed violence, but through dialogue approach. "Although they are the opposite, but as long as they are still able to talk to, I think it was a good move. Today, Indonesia is very open to it," he said.

Jose Ramos Horta believes that the majority of people still believe in Papua with the Indonesian government and they do not want to secede from Indonesia.
